Elizabeth M. "Sally" Millard

Elizabeth M. “Sally” Millard, age 99, of Dover, passed away Thursday, May 2, 2019, in Dover’s Hennis Care Centre.

Born July 17, 1919, in Washington, Pennsylvania, she was the daughter of the late David H. and Isa O. Riggle Kennard. Sally was a loving homemaker and attended the First Church of God in New Philadelphia.

Survivors include her step-children, Daniel (Lois) and David (Patty) Millard, both of New Philadelphia, and Joan (Neal) Dawson of Hopedale; her six grandchildren; and her five great-grandchildren.

In addition to her parents, Sally was preceded in death by her first husband; her second husband, Raymond L. Riggenbach in 1993; and her third husband, Robert H. Millard in 2012.

A private committal service will be held. Arrangements are in the care of the Toland-Herzig Funeral Home & Crematory, Dover.
